This is a good take, Putin as a modern General Secretary forever trying to stay one step ahead of the USSR's "Ethnicities problem." Not only was the collapse of the CPSU the defining event of his political life, but he personally spent the final years (1988ish-1991?) on the task of suppressing ethnonationlist sentiments in central asia.
Agree, this is excellent. It’s unclear to me from casual study how serious the threat of ethnic secessionism is within the Russian Federation itself, but I wouldn’t be surprised if liberalization of the political system in general led to a “Free Tuva” movement, for instance. I suppose one consequence of Tsarist colonialism occurring in contiguous territories rather than overseas.
